This year’s Sadli Lecture is entitled Monetary and fiscal policies to support sustainable economic growth with improvement in its distribution and will be delivered by Professor (Emeritus) Soedradjad Djiwandono (Governor of Bank Indonesia from March 1993 – February 1998). Discussion will be given by Dr Lili Yan Ing (Economic Research Institute for ASEAN and East Asia/ERIA) and Dr Titik Anas (Universitas Padjadjaran).

Abstract:

This study draws on first-hand experiences in central banking and public policy to examine the role of coordinated monetary and fiscal strategies in achieving sustainable economic growth with improved income distribution. It reflects on crisis management during periods of financial instability, emphasizing the central bank’s function as lender of last resort, the importance of decisive intervention, and the long-term benefits of maintaining financial sector discipline. These experiences demonstrate how institutional learning can strengthen resilience against future shocks. On the fiscal side, enhancing tax capacity and directing public expenditure toward productive and inclusive sectors are identified as critical for broad-based development. The analysis also highlights the importance of policy coordination, institutional credibility, and trust among policymakers and stakeholders. Additionally, the use of moral suasion is presented as a practical tool to mobilize cooperation across the public and private sectors. Overall, the study underscores that effective, experience-based policy coordination is essential for stable and inclusive economic development.

About the Sadli Lecture speaker:

Joseph Soedradjad Djiwandono was the Governor of Bank Indonesia from 1993 to 1998 during the Asian financial crisis. He then held a professorship at the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore, since 2002. Prior to taking up his post as Central Bank Governor, Soedradjad’s career included appointment as a full professor at the Faculty of Economics and Business, Universitas Indonesia. He also held senior posts at BAPPENAS, Ministry of Trade, and LIPI (now BRIN). Soedradjad received his doctoral degree from Boston University, USA.

About the Sadli Lecture:

The annual Sadli Lecture is a collaboration between the Institute for Economic and Social Research (Universitas Indonesia) and the Indonesia Project (The Australian National University) in honour of Professor Mohammad Sadli and Professor Saparinah Sadli. The late Professor Mohammad Sadli was a leading Indonesian policy-maker and economist, and Professor Saparinah Sadli a leading academic in gender equality and advocate for human right and social justice. The series aims to broaden understanding of, and stimulate debate on international trade, industrial organisation, development economics and macroeconomics, gender equality and social inclusion.

Joseph Soedradjad Djiwandono is a prominent Indonesian economist, academic, and former central bank governor who served as the Governor of Bank Indonesia from 1993 to 1998. He is recognized for his expertise in monetary economics, international trade, and development economics.

Dr Titik Anas is senior lecturer at the Faculty of Economics and Business, Universitas Padjadjaran. She was Special Adviser to the Minister of Finance (2020-2024). Titik is an alumna of ANU Arndt-Corden Department of Economics

Lili Yan Ing

Dr. Lili Yan Ing serves as the Secretary General of the International Economic Association (IEA). She was appointed as Lead Advisor to the Minister of Trade of the Republic of Indonesia from 2017 to 2019.
