TTPI Seminar Series
Public disability and aged-care programs insure overlapping risks but are designed separately, creating sharp policy boundaries with important welfare implications. Using linked Australian administrative data, we study the interface between these systems for health and retirement outcomes, exploiting the staggered rollout of the National Disability Insurance Scheme (NDIS) and a statutory age-65 eligibility cutoff in a difference-in-discontinuities design.
