Haze pollution has become one of the most important environment problems in China. Both the government and the public have taken great efforts to control it. This seminar focuses on how local governments follow central government directives in implementing air pollution policies, how different departments involved in policy enforcement and their authorities have changed over time, and how the public participates in the haze governance process.

China has the potential to achieve sustainability through institutional, legislative, and development model innovations. Here, Dr Meng discusses challenges and future directions.

On one side, strengthened accountability within the system, clarified tasks and authority, and direct financial and policy support to lower departments may reduce transaction and management costs among bureaucracies, which help to improve policy efficiency. On the other side there is good argument for the establishment of a comprehensive environmental governance network with powerful motivators to increase public participation and accountability. Both policy and financial support can encourage engagement from government and industry, NGOs and other volunteers.

Fanrong Meng is an Associate Professor in the School of Public Policy and Administration, Xi’an Jiaotong University; and a visiting scholar at ANU. Her research interests include public personnel management, government performance management and environment policy. She has published extensively on government innovation, environment policy implementation and public sector human resources management. Dr Meng’s research is supported by national and regional organizations in China, including Chinese National Social Science Foundation and the Ministry of Education (PRC).
