Dr Dominic Meagher is an economist and public policy specialist at the Australian National University (ANU), where he is a Research Fellow at the Centre for Climate & Energy Policy (CCEP) in the Resources, Environment & Development Department (READ) at the Crawford School of Public Policy.

He is also a nonresident fellow at the John Curtin Research Centre, where he served as Deputy Director and Chief Economist from 2021 to 2025. In addition, he is an expert adviser to the Safer Air Project and a member of the Labor Environment Action Network.

Dr Meagher’s research focuses on the transition to a post carbon industrial economy, with particular emphasis on the development of green iron and green steel and the geopolitical challenges associated with this transition. His broader expertise lies at the intersection of China’s economic growth and its global impacts, including climate and energy policy, geopolitics, and international relations.

His career combines academic research with applied policy experience. He has worked at public policy think tanks in Australia and China, including the Asia Global Institute in Hong Kong and China Policy in Beijing. He has also worked with the Reserve Bank of Australia in its Business Liaison Unit in Adelaide. At the JCRC, he worked on a wide range of policy and political issues including economic productivity, AI policy, responding to climate disaster, supporting Ukraine, decarbonizing industry, and developing green steel, housing policy, improving indoor air safety in the context of Covid and others. His policy research is grounded in understanding that policy must be politically viable and practically implementable to be effective. And his background in economics is tempered by practical work with unions, executives, activists, diplomats, and politicians, from a range of countries and industries.

Dr Meagher holds a PhD in Economics from the Crawford School of Public Policy, where he was a Rio Tinto China Scholar and managed the ANU–Rio Tinto China Program. He also holds a graduate diploma and master's in international and development economics from the Crawford School, and an honours degree in international relations and political science with an additional major in history from the University of New South Wales.
