Hali Aprimadya is a PhD candidate in the Policy and Governance (POGO) Department researching the implementation of research-related regulations in Indonesia. Drawing upon over a decade of extensive experience within Indonesia’s public sector, Hali brings a wealth of practical insight to his doctoral research project. Notably, Hali’s most recent assignment within the Ministry of Research, Technology, and Higher Education, overseeing research collaboration initiatives with international partners, such as USAID, The Dutch Research Council (NWO), and UK Research and Innovation (UKRI), has expanded his perspectives on academic research governance.

Currently, Hali is affiliated with Indonesia’s National Research and Innovation Agency (BRIN). While doing his PhD research project, Hali also works as a casual academic/tutor and a research officer.

Topic description

Hali’s research project explores and analyses how actors interpret and act upon research policies in Indonesia’s higher education that have been increasingly influenced by New Public Management (NPM) logic and principles. Using the concepts of dilemmas and situated agency, his research investigates how actors navigate the complex policy arena and reconcile their entrenched beliefs, traditions, and practices with the ‘new’ ideas propagated by policies. This research aims to understand the complex governance of Indonesia’s higher education and advance our understanding of the cultural approach to policy implementation.
