Beyond native title – Aboriginal water rights
Summary
A deep understanding of Natural Resource Management (NRM) is crucial to the effective management of the system. Throughout the program participants will be guided by experts in the field to plan strategic policy interventions and broaden their knowledge of NRM to skilfully identify opportunities free from path dependence, ethical dimensions and manage NRM contracts and relationships.
Course overview
Challenge:
Many think the next major strategic issue in relation to the rights of the First Nations of Australia is identifying, and securing, water rights. Land rights have been a major issue since the 1970s expanding into the issue of Native Title since 1993. There is much work now being done to investigate and address this issue (e.g., the ANU has recently established waterjusticehub.org) and there are a number of recent legislative initiatives throughout Australia that have made progress in this regard.
Proposition:
This module presents a timely opportunity to become informed on this major issue. This issue is expected to be a central water management and Indigenous rights issue over the coming decade. The module will be an opportunity to explore the historical, legal and cultural context of this issue and discuss potential ways forward.
Learning outcomes:
- Enhanced understanding of the issue of Aboriginal water rights in Australia
- Understandings that arise from considering a significant strategic water management and Indigenous rights issue from multiple view points
- Ability to articulate potential solution pathways for this issue which is expected to gain increasing prominence in the coming decade.
